Share 'Washington DC restaurants: need recommendations'

Hi, I'm going to DC unexpectedly early next week and need a couple of good restaurant recommendations. What would be the best restaurant for a great dinner with a great view? I've heard about POV at the W being a real scene place, but the food being kind of mediocre. Is this true?
