Are you invited by the government ? Last I researched, most nationalities had to book a package tour through a local travel agency and go in a group before being granted a visa. Is that still true ?

No. Not invited by the government. I don't know if all that is true but I am going with a local tour guide. I believe they still limit the amount of visitors per year and there is a daily fee to be paid to the governement.
